Paper forms are cheap, familiar, and work everywhere. They also get lost in the rain, require manual data entry that introduces errors, can't be searched or aggregated easily, and slow down every downstream process that depends on that data. The digitisation trap
Most attempts to replace paper forms in East Africa have failed in the same predictable way: a team flies in with tablets, deploys a form app that requires an internet connection to submit, and six months later the tablets are locked in a cabinet because the app stopped working when the SIM card data ran out.
